The tradition of law and statehood of Belarus goes back to the very beginning of the middle ages. There were Belarussian lands, that were the heart of the state, that dominated Central Europe more than half of the millenium - The Great Duchy of Lithuania, Russia, Zemoitia (present Lithuania), Poland and other lands, - and belarussian people - Symon Budny, Simeon Polotski, Frantsysk Skorina, Lev Sapiega, Konstantin Kalinovski and others who developed the document that de-facto was the first constitution in Europe - the Statute of The Great Duchy - that regulated the life of the territory of Belarus and larger part of Poland till late XVIII, when the lands were already the part of the Russian Empire. There were Symon Budny, Simeon Polotski and Frantsysk Skorina who developed the ideas of humanism which largely affected the philosophic life of their times. And it was Lev Sapiega, who created the theory of the division of power two hundreds years before John Locke and Thomas Hobbse, and explained hov did the State forms from the anarchy by the agreement of people much time before Russeau.
Nowadays Belarus by the constitution aims to built
a state by the following main principles: "The person is allowed to
do everything, that is not forbidden by the Law; the state is not allowed
to do everything that is not mentioned by the law as permitted."
