The day before arrival of the Mission of the World Bank to the byelorussian capital the leader of representatives of this international organization in our country Kristopher Willoby made a meeting with journalists.
The conversation was mostly about the composite analytical account about the economical situation in Belarus - the Country Economical Memorandum.
The Memorandum about Belarus which examines prices, markets, the reform of enterprises in our country, was prepared by experts of the World Bank last year already with the chief economist of this international organization Doctor of Economy John Hansen at the head. An active part in the preparation of this document the experts of our key Ministries played and their work was coordinated by Ministry of Economy of Belarus.
Kristopher Willoby in brief dwelled on the main points of the Memorandum. This document includes 2 parts. The first one is devoted to the analysis of reasons of the crisis situation in the National Economy of Belarus and to the substantiation of approaches of the World Bank to the reformation of the economy with due regard for the specific character of our country. The second part includes one statistic and four analytical appendixes.
The Memorandum contains six main moments that mostly worry the World Bank regarding Belarus. The first moment is resumption and return of a free market.
The second one - liberalization of prices, especially in agriculture.
The third one - noninterference of the government into the activity of commercial banks. The fourth point is privatization, demonopolization, without stress on the immediate privatization of big enterprises. The fifth - introduction of tough financial discipline up to bankruptcy of enterprises. The sixth point is clear "rules of a game" for a private sector.
As the leader of the representatives of the World bank in Belarus has stressed the prepared Memorandum is the first that was based on the real material.
Its volume is two hundred pages, which are already carefully examined in the byelorussian government.
