A group of employees of Ministry of Internal Affairs has visited Germany. They studied the organization of training of policemen in the Northern Rhine-Westfalia land. Lieutenant-colonel of militia Ivan Medvedev, a chief's assistant of Municipal Departament of Internal Affairs of Minsk city, who was one of the members of the belarussian delegation told about this trip

- Ivan Ivanovich, who was the initiator of this business journey and what places you managed to visit?

- The matter is that the german government has adopted the program of rendering of technical help to bodies of internal businesses of Belarus, developed for 1995-1998 years. During its realization, our countries have already repeatedly exchanged visits of the employees of law-enforcement bodies. And the present trip was the next one in this series. We have visited institute of initial training of policemen staff, institutes of improvement of professional skill of criminal police in Noice and Muenster cities, and in the latter one - Police Academy. Our fortnightly stay was wholly financed by the accepting party.

- What has surprised you most of all?

- I was in this country for the first time. Impressions? There are a lot of them. The worship of discipline, zealousness, expediency reigned in everything. The population is quite low-obidient, though they do not grudge on advertising of the profession of policeman. Pictures, boards, stands were seen in the streets inviting to appropriate educational institutions. The post of the minister of internal affairs is occupied by a civil person. They take on the service in police beginning from 16-year-old age, they come on a pension in 60.

- And is the selection is strict?

- We were given the following data: in the last year from 5 thousand applicants for study in high police school only 266 persons have passed competitive selection. The main thing is a level of physical training and health of candidates. Besides, they pass a system of testing. The examinations on educational subjects, as we have, are not stipulated.

- How the initial training of personnel is organized?

- Let's take the institute of policemen training of Zelme city. The training here lasts 2,5 years, then a primary rank "sergeant" is given. The attendance of classes is free, in civil clothes. The scholarship on the 1-st course is about 1400 marks in a month. Perfect conditions are created for cadets: there is the shooting gallery, pool, stadium, hostels, etc. They do not stand upon ceremony with idlers, that is why after the 1-st year about 4-8 % of the pupils are being dismissed for this reason. Those, who has bad results in shooting are not allowed to pass examinations at all.

After graduation from the institute of initial training, the sergeant is obliged to service in police no less than 5 years, and then - welcome to secondary special educational institution.

- What you can tell about work of policemen duty details?

- As a rule, they perform the service by two on one automobile, which is well-provided with radio and has the computer. The working hours is fixed - 38,5 hours in a week. They have weapon, but use it extremely seldom.

The professional level of policemen is very high. They watch the order and detain criminals, both make out traffic accidents and can accept premature deliveres on the assigned site. And nevertheless, this is my personal opinion, they will not maintain loads of our employees of criminal search and site policemen.

- Ivan Ivanovich, and what would you introduce at us from the experience of the german colleagues in the first place?

- First of all I would increase the term of initial training of the persons taken to service, at least for 1 year and would carry out it only in high schools of militia, because they have good material base and high-skilled teaching stuff. I would enter for the future militia men the obligatory study of not only Traffic Rules, but also training to drive automotovehicle in various extreme situations. Certainly, the general phisical training should be strengthened.
