The deputies worked precisely on the past week. The bottom chamber has passed without large problems one of the major laws - About State Budget of the Republic of Belarus for 1997. However, the parliamentarians also coped marvellously quickly with other laws in draft. Perhaps, this is because of the fact that according to a new time-limit, the deputies vote only "for" and "against" having excluded the word "abstained" from their vocabulary.

Well, and if to be in earnest, most likely that the efficiency of acceptance of the decisions is influenced by the fact, that the legislators work more in commissions now. Probably, it is necessary to take into account such moment that the polarization of views has disappeared together with the factions. At least, at the moment the members of Chamber of the Representatives demonstrate an enviable unanimity on sessions.

Having divided the "state pie", the legislators got down to question of the agenda on Friday. From a morning they have given the law project "About Radiation Safety of Population " its first reading. Many people will probably interest in the fact that the law "About Administrative Supervision of Persons who were set free from imprison places" was already passed in its second reading. I am sure, that the overwhelming majority of our readers do not belong to this category of citizens. However, nothing prevent to know, which order is established now concerning those, who have returned from not so remote places.

It is necessary to notice that the institute of administrative supervision for the persons who were set free and who does not hurry up to change their life style, exists in many foreign countries. It is obvious that such measure is necessary. The statistics testifies: among those, who has made crimes, the specific gravity of recidivists in Belarus increased in Belarus from 19,6 percent in 1992 up to 33,1 in 1995. The number of crimes made by especially dangerous recidivists has increased to 68 percent.

The number of persons, who systematically breake rules of administrative supervision, has also increased. Therefore, the law-enforcement bodies have come to a conclusion, that it is necessary to strengthen the supervision and to increase the efficiency of the social control over the earlier umpired persons who made grave and deliberate crimes by having restored the criminal liability for malicious infringement of rules of administrative supervision which was cancelled before.

At the same there is another point of view: thus we go to restriction of rights and freedom of citizens. It was stated by some deputies during discussion of the law draft. However, practically all articles of the law were supported by the parliamentarians. In particular it says, that the administrative supervision is established by the resolution of management of reformatory and labour establishment or by chief (his assistant) of body of internal affairs. Terms of supervision - from six months up to one year. They also can be prolonged. Those who are under such a supervision are being photographed and their fingers' prints are being taken. The officers of militia are obliged to supervise the behaviour of the persons under supervision systematically, to warn and to stop the commitment of offences by them.

The law also stipulates the basis and the order of the administrative supervision termination, duties, rights, restrictions, used for the named above citizens.

In order this law can work, it was necessary for the parliamentarians to make changes to the Criminal and Criminal and Judical codes.

The deputies have ratified the lists of their representatives in various interparlamentary organizations, and also have carried the resolution, concerning two decrees of President - about elections in local Councils and the Council of the republic. As the curtain fell in the session, the bottom chamber also managed to study the project of Forestry code.
