Nikolay Korbut, the minister of finance, declared the governmental approach to forming and distributing of the state income. The budget spend and the budget income were stated as 448 and 414 trillion rubles. The budget deficit made 34 trillion rubles. The law stipulates lessening of tax pressure on enterprises.

There are some priorities in social sphere. For example, 50% of municipal service cost will be paid out of the budget, as well as 30% of electrotransport service. Over all 57,4% of state budget will be spent in a social sphere.

A lot of senators underlined that today’s budget is not real for 100%: it looks more like a finance plan. But the government needs it badly.
